We added this feature
- In Settings > Account Usage Agreement, administrators can now set up a usage agreement with a custom title and a rich-text description, including special characters and HTML links. You are asked to review and acknowledge this agreement after signing in. If you choose not to accept, you will be signed out or returned to your default account. (UU-17340)
