We fixed this issue

To provide flexibility, you can now use the SAML configuration on API Control Plane instead of the SSO configuration from the Platform. Previously, any SAML configuration on the API Control Plane was ignored if the tenant had SSO configured on the Platform. To address this issue, we added advanced configuration options for SAML. (ACP-2668)
